The "United Javakhk" democratic alliance made a statement recently on the occasionf of opening a Georgian orphanage in Ninotsminda in which its deep worry concerning dangerous projects of specific political structures which aim to create a new potential hotbed of tension and political instabillity in the region." Mentioning that in spring 2005 the new orphanage was established in Ninotsminda town of Ninotsminda district of Samtskhe-Javakhk region which at present it has about 40 pupils the alliance stated that the establishment, in the very heart of Armenian-populated Javakhk, of an orphanage for ethnic georgian orphans where teaching relies solely on the use of the georgian language,is a rather awkward decision, the logic of which has little to do with the main function of similar institutions. "Ninotsminda -and Javakhk as a whole- is a peripheral, economically backward and disfavoured belt, where, to the absence of vital infrastructures, and to the most severe social and economic problems, no less harsh weather conditions must be added. The fact that the mentioned orphanage is intended for ethnic Georgian children born in other Georgian-populated regions of the republic arouse several substantiated doubts as to the motivations leading to the establishment of this institution in such a geographical area," the document authors emphasizes. They find that the settling of these children in Javakhk will only deepen their innermost personal problems and will artificially complicate their integration into the surrounding social environment, which, by its language and particular customs, is non-intelligible for them, and to which they are not acquainted. "This orphanage can easily transform into a ghetto of a particular kind and thus become a new hotbed of artificially exacerbated inter-ethnic tensions." "The informations stating that certain non-local and non-constructive forces intend to exploit unfortunate orphans to generate a new wave of anti-Armenian hysteria arouses particularly deep concerns and stirs up indignation," the "United Javakhk" alliance stated. The statement authors call on all sound forces and on international structures engaged in programs for the defense and the support of childhood and motherhood to take urgent measures for the protection of the rights of the Georgian orphans for happiness and a humane and safe future. "Through common efforts we will surround Ninotsminda's orphanage by our humane attention and care. We will not allow unhealthy and immoral political activists to turn the Georgian children, deprived from parental care, into their own blind tools used to further non-constructive policies aimed against the state and to infringe upon the most sacred, which is the dignity, the childhood and the happiness of orphan children," is said in the statement.
